Torque Converter Lockup when cold?

    I've noticed that the torque converter doesn't lock up after shifting into 5th on level ground (approx 55-60 MPH) until I've gone a couple miles down the road when the truck is completely cold. Once the truck gets up to temp, the converter always locks up by 55-60 MPH. Is this normal? Is this because the truck is still in open loop?

    I've had a manual for the past 10 years, so the auto still behaves strangely to me sometimes... :confused:
