I need a questioned answered fast. I have a 08 Tacoma. Added a hitch about 6 months ago. I want to purchase a boat and trailer that is roughly about 2800 lbs. Can my truck tow this much? What about pulling the boat on a ramp? It's a great deal on the boat and I don't want to miss it but at the same time I don't want to be stuck with something I can't tow. Please help.

Check your owners manual for your year and model tacoma. I just did some research on mine, a '12 double cab SR5, which came with the factory V6 Tow package. For that year model, I think all V6 models have a capacity of at least 3500 trailer, 350 tounge weight. If you get the upgraded factory V6 towpackage, it's increased to 6500 trailer, 650 tounge.
Also, what type of hitch?? Bolt on or just a ball on the rear bumper?
Not sure about capacity of the 4 cyl.
I don't think pulling up a sloped ramp would be an issue or change the tow eight rating of the vehicle.

Keep in mind that you have to factor in all the equipment and engine that the boat will be carrying. That adds weight, and depending on how steep the ramp is, that changes the center of gravity slightly, making it a bit harder to just pull uphill.

You didn't say which Tacoma, but the 4-cylinder models generally have a towing capacity of 3300~3500-lbs, while the 6-cylinder models (with tow package) usually have capacity of 6400~6500-lbs. Look at the label inside the door well for the exact capacity of your particular vehicle. You should be okay if you stick close to the weight you mentioned. Remember the motor, fuel, drink coolers, fishing gear, and similar will add to the basic boat & trailer weight, while passengers and similar inside the truck (bed or passenger cabin) will reduce overall towing capacity.

Is it an aftermarket hitch? Class III?
If it's a Class III or better then it should max @3,500lb Tow/350lb Tongue.
