How is the charging to the trailer battery regulated. Is it three staged? At the 7 pin connector I am getting 14.7v at idle. I do not want to cook my trailer batteries.

It is regulated by the BCM. 14.7 sounds a little high, 14.4 is closer to normal. If your meter is accurate, I would say what you are reading is only present under no load. Hook up your tow rig battery, and it should drop to 14ish. If it reads any higher than 14.4 with the battery attached, try a different meter.
