Although not as convenient, you can purchase a tow dolly with brakes and then sell it once you get to the right coast.

I'm going through this now, trying to move a car. The reason U-Haul wouldn't rent a tandem axle car hauler to a Tacoma owner is probably because of the car he wanted to tow.

Their dolly weighs 750 lbs and the hauler 2,210 lbs. So if you load a 3,000 lbs GVWR car on the hauler it will be a combined 5,210 lbs. U-Haul's policy is the tow vehicle must have an equal or greater GVWR than the trailer, which a Tacoma may not be depending on the towed vehicle weight. With a dolly a 3,000 lbs car + 750 lbs trailer will fit under that restriction, so it's OK.

It's ironic because even being heavier the car hauler probably would be safer due to the brakes. I'm moving across Colorado, mountains will be involved so I'm stuck. If the dolly had brakes it would probably be fine (I'm moving a 2002 Jetta wagon that is supposed to weigh 3,034 lbs but the GVWR is 4,145 lbs so it's no-go on paper). I'm not going to test my truck's brakes with this one.
