TPMS "not included" with wheels for sale?

    I bought a brand spanking new Tacoma about a month ago. I have been looking at different OEM rims (and maybe tires) because mine are all black, I want some chrome/shine on the rims. Some of the adverts for wheels for sale say "TPMS not included". If the wheels for sale are OEM original tires and rims, why would the TPMS not be included. Wouldn't the tire need to be popped of rim on one side to pull out the TPMS? Why would that be done? Maybe moved to the new aftermarket replacement wheels?
