I was having my TPMS light blink at me, was taking the truck to the tire shop anyhow for a slow leak on the tire and they told me they could replace what they said was a broken sensor in one of my tires.

They have now replaced the sensors twice (the second time with OEM parts from Toyota) and still can't get the light to stop blinking. It typically blinks at startup and sometimes randomly while driving.

From my research, it sounds like the system is stuck in a loop mode:

Wondering if anyone has had any success with this tool or if anyone in Nor Cal knows of a shop with one that will charge a reasonable price to fix it.

I am obviously pressuring the original shop to handle it but don't have a ton of faith in them. I'm just locked into having tire work done by them because I got my tires there and it's free.

Go to the Toyota dealer, they will use TIS and reprogram your TPMS's and save them to the trucks profile.. problem solved. Don't waste you money on that junk aka tool.
