Cut & broke off stuff. Prolific ziptie and tape usage.
I was going to guess in the $500 ballpark for a body shop to fix and paint tailgate. Bumper looks ok to me.

I'd ask your insurance. Since truck was parked and it wasn't a traffic accident, it might fall into one of the low deductible categories.

If the tail gate still works, I would just leave it. The dents aren't that deep. Maybe sand the area down and plastidip or paint it so that it won't rust.

Might depend on where you are and who your carrier is, but my insurance agent mentioned that claims under $1000 don't impact your premium. The discussion was around someone who hit me in a parking lot and left the scene and that there is no reason not to leave a note because the impact to the person at fault is basically nothing.

I'd suggest to get a price quote and then ask your agent about the impact. There is no penalty for asking.

From what I can see the bumper looks fine. Check out www.car-part.com for a used tail gate. If you can get one in the same color you can save some money by not having to paint it. If you claim it to insurance it will be filed under collision, so your collision deductible will apply. If you want a quote to fix it, take it to a local body shop. Chances are that is where your insurance company will have you take it to get a quote anyway. You can also ask the shop for some local salvage yards to see if there is anything used locally.

replace tailgate as mentioned. i would buy a trailer hitch for towing. the bumper on these taco's are thin.

here's what the exwife did to my ford SD unhitching the gooseneck trailer. this is not my truck but same result to mine.

Bumper looks identical to my '15. Sometimes I think it's not straight, no accidents. Time for a tiregate. Roughly the same money.

Prince William. Of course I drove around today and looked at the bumper of every truck I found and they all looked like mine. D'oh.

Insurance estimate on the tailgate is $683. Wow.

Sounds reasonable. Body work isn't cheap.
