Is it true that Toyota doesn't fill the transmission fluid on Toyota Tacoma from the factory. 2018 no dip stick for the transmission to check

Most fluids are only filled to "safe" or "operating" levels. They usually don't fill them to the full mark. This saves them tons of money during production and assembly.
