Does anyone know if there is a way to reprogram the HVAC so that you can have re-circulate on when you select the air output to be the foot well and the windshield? I know some cars have weird ways you can reprogram like you hold some button down, turn the ignition on, etc.

Disclaimer - I know it is like that for a reason, this is just a preference thing

I'm thinking you probably tried this, but some cars/trucks and Toyota's especially in my experience the button has to be held down for a good 5 sec or so to stay on recir, but then it will usually default back after the truck is shut off.

The reason is . . . if you are trying to de-fog, de-frost, you do not want recirc on.
