Turn Signal not working - fast click (Not a relay problem)

    Quick test....remove the bulbs from the sockets, turn the turn signal on with the standard flasher in place, not the electronic LED flasher. If your flasher tics or cycles, look for a short to ground.
    Turn signals aren’t that complicated, but very frustrating because the wiring literally goes all over the vehicle.

    Your book was probably Printed in China :rofl: - it is missing a label for a flasher ground :D

    looking at the actual connector there are no wires that go to pins 9 & 10 for connector 1C as there is an "X" in those pin locations... now in the 1996 diagram pin 9 connector 1C has a pin but there is an "X" for pin 10, obviously there is a difference wiring wise between 96 and 98. good catch!

    by testing at the connector under the seat all you will be doing is attempting to isolate the harness from the turn signal switch wiring and the actual lights.

    You are right, in JB1 in your book (C1)9 does not exists, but it exists on the turn signal/hazard wiring diagram. I just checked my book for 1995 and it shows (1C)9 used for ground on both JB1 and hazard/turn diagram. I wonder where do they get the ground for integration relay and flasher in 1998.

    Or to start checking downstream of flasher, if the JB1 is already out - pull the flasher, connect a piece of wire to "L" contact in JB1 (where the flasher seats) and connect it to the battery (not directly, either via fuse or high amp bulb, so the possible short does not burn your hands). By switching turn signal left or right you should be able to see turn signal bulbs light up (no flashing, but steady light). If not, then the next step would be checking that plug under the driver seat like you wrote. But I think I remember flasher doing that buzzing sound when there is not enough power to operate it meaning upstream may not deliver proper power. It basically acts as a buzzer

    With not enough load stock flasher will either go into hyper-flashing or will not do anything. Now I don't know what happens when there is a short. UAA1041B that this flasher is built around has a short detection, but in this flasher this feature has been disabled.

    Could short make the flasher buzzing? Maybe, I don't know.

    I haven't opened EP-35 LED flasher so I don't know what is inside, and how it should work.

    FIXED!!!!

    Turns out the problem may have been from two places.

    1. I found in the rear of the truck one wire for the taillight harness had popped out of the plastic wire loom and was rubbing the inside of the bed, it was just barely exposed but could have caused a grounding issue (it was a ground wire). I isolated this wire for my test.

    2. new hazard switch from a 95-97 tacoma. I had one in there from a 2004. I think this is what actually fixed the issue.

    I can't be 100% sure but from the wiring diagram of 2003 and 1995 both models have the same switch with the same pin assignments. So most likely your old switch was simply bad.

    Congratulations on the won battle with electrical gremlin. It's always PITA but very satisfactory when solved.
