Turns don't work, hazards do

    I've got a 2003 Tacoma with a factory-installed towing kit. The other day, my dash lights and turn signal stopped working. I found that the turn fuse was blown, but when I replaced it, the new one blew as soon as I started the engine. I read the forums and found that the lights harness for the hitch was the likely culprit, so I disconnected it. Started the engine and I now have dash lights and hazards, but still no turn signals. I've tried switching the turn relay with another one, but that didn't help. Any suggestions?

    Hitch and wiring, aux back-up light, rear strobe lights, radio and underseat sub.
    Turn signal stalk. If the wiring to the signals was bad, it wouldn't work at all. Hazard is a separate control circuit.
