    Hex bolts holding the welded steel railing through the deck framing , the framing was shifted under the railing , railing was fixed at the ends and resisted the movement , bolts from the railing down moved with the deck framing

    I wouldn't believe any of this if I wasn't seeing it myself

    I don't think so , they are bent over and the nut and timber washer underneath were crushed into the bottom of the beam
