    Some stick on chrome from pep boys
    It's a remote reservoir mounting tab. Usually two per reservoir. Weld the shorter side on and run your clamp/strap through the gap with the larger side being used to stabilize the reservoir. Sometimes you have to massage the longer side to make it the same shape as your reservoir. Once done welding it on and you are painting, make certain to get it good and thick into the small gap behind it.
