I have the factory hard bed cover on my truck. Is the strip between the panel aluminum? And what type of paint would you recommend to repaint it?

Yes its aluminum
You can use most spray paints, but just make sure it works with aluminum. I used dupont textured spray paint for my header rail when I scuffed it.
