Ya this hook to be is more tow truck pulling out of the ditch on the highway. Not something you really want to be using when you're stuck in some deep mud

It's just there to assist in major recovery, to keep from sliding further into doom etc....while you get the tools to give it the easiest path out and Hopefully a winch.

It’s cast, strong but can’t be hit correct.
    It’s neither big, nor beefy.
Joe might not feel he’s average.
Sorry op, did you ever get an answer to your original questions.

My understanding follows @IronPeak, that the driver's side is a tow point on all trucks and that the Offroad hook on the passenger is also a tow hook. Toyota bolts on a tie-down point on the passenger side for non-OR trucks.

But I also don't think any of them are rated for recovery in the sense of an off highway stuck truck recovery where you calculate loads on your shackles and straps. IOW, there is no rating assigned to them and all we can assume is they are sufficient to pull the truck onto a flat bed or hold them down on a rail car.

They *might* be strong but I'd like to know if anyone has found documentation stating a working load limit or something similar.
