Could just cut it out. A new bolt and nut is like $13

Lube helps for sure - I use 50% Acetone 50% ATF mix I put in an oiling can and that definitely helps stuck bolts. Can you get a punch or a pry bar on the threaded end to tap it out with a mallet? Just leave the nut threaded on a few turns, leaving a gap to let the bolt slide enough to break it free. Same idea could work if you can slip a nail puller type end of a pry bar between the flange head and the washer by tapping it in with a hammer.
