Updating ECU ID to 04C21 from 04C20

Does anyone know how I can update my ECU ID to 04C21? I tried going to my Toyota Dealer and they said there are no updates to do to my ECU. The service advisor said he spoke to 3 master techs and the shop foreman and they all said the same thing, no updates to do on my ECU.
The reason I need to do this is so I can flash the OTT tune myself. I already have the VFTuner and the software registered. I just need the ECU ID to be 04C21. The reason I wanted to flash myself is because there were no tuners near me, nearest is a couple hours away. Any help is appreciated, thanks.

 

Techstream and the cuw update file is all you'll need, along with the Tactrix device that came with your vF Tuner kit.

 

Do you know where I could get Techstream and the cuw update file? There’s another thread here that I found but the Techstream download link was dead.
