This isn't your decision to make. The restaurant isn't REQUIRED to give you a free meal-They usually do because they want to try to keep your business.
This seller obviously doesn't want to worry about keeping business...but he has requested his items back. The OP has the money paid for the items sent and the items...That's stealing unless the seller gives up on recovering the items.

If he sent me a prepaid UPS shipping label and an apology, I would send them back. Anything less, and I would ignore him. No need to get shitty about it.

^^This, I'm thinking a small Uhaul box would be of sufficient size. Wouldn't want those lights to get banged up, you're really doing him a favor making sure they make it there in such good condition. And the cinder blocks in the bottom is more of a ballast to make sure that side stays down and nothing gets shaken up.
    ^^And this :)

    My story of the 'vendor':

Vendor 'seemed' like a nice guy, I drove to his home and I offered to help him promote his business with photos of the work and product in action.

Product failed the first time I tried it when I got home. Vendor sent me a replacement in 2 days.

The replacement was the wrong 'thing'.

Vendor never sent the right 'thing'. Although twice in the next 3 weeks he texted to me that a replacement was sent, but nothing arrived.

Vendor didn't answer phone, texts, or emails asking him when he would send right thing, the following 3 weeks.

When I used a different phone to send him a text, he answered that!!... but as soon as he was asked where my replacement was... silence!

After a month, an associate of the vendor contacted me and made everything right... It took two shipments to get a product that was the right one... It still doesn't operate perfectly, but 'works'.. and after so much hassle, I am done with dealing with them.

I did send back the first things that failed (vendor said he would send a lable, but didn't). The second things that were sent, but were wrong, I have boxed up, but was told I didn't need to send back after the trouble I experienced. Kudos to the associate... an F to the vendor and a D to his products, however.

I know who the vendor is.:) If he refunded your money, just ship his crap back to him when you get a shipping label from him.

Added extra awesomeness to its original awesomeness.
No, but it is PayPal's decision when the seller decides to use them for payment. PayPal wants to be sure that their name is not smeared in with people who do shady business.

I'm proud to own my stuff, I like being able to advertise the stuff I buy. I would never advertise or vouch for the lights I received.
I have told him to send me a shipping label. Well see if it arrives.

It can be part of Paypals decision-But if Paypal does not request it and the seller does- It needs to go back (again-Provided he pays to get it back).

I wouldn't put bricks or cinder blocks in the box with the lights, I would use bags of sand so the lights wouldn't get damaged and use a refigerator box so it's nice and sturdy.......the freight collect method of course.

The problem with this is that CODs have to be paid up front along with a COD fee by the sender. And if the recipient refuses the package, it will be returned back to the sender minus the money. Sender will be out the cost of inflated shipping and cod fee.

Just email/text/call the vendor and tell him if he wants his items back he must send you a label. Give him a time limit of a week or two to get you this label. Tell him after this time period you will discontinue all communications with him and he forfeits his rights of ownership of said merchandise. You may want to contact paypal/police to see what the actual statute of limitations is, but even if you don't I doubt he will pursue it after you tell him he has a limit and it comes and goes.
