VF Tuner question

If I find a deal on a VF Tuner cable and adapter (no software), is it still 100% useless without the VF Tuner software? Is just the software available for purchase at a reasonable price? Can I use the cable to tune with other programs or software?

For reference, I mostly hang out in the 3rd gen area and am looking to jump into some tuning with KD, Nexus, OV, or similar, and would like the ability to do some things on my own, rather than just let a local tuner download a tune. I believe those require the software, but I'm not too familiar with other options.
