    It's the gubmint.

    You want real solid results and be taken seriously, you start with: get out paper, an envelope, a stamp, write your letter
    like you learned in Junior high English class...and send it off snail mail, as a start. Then, you have a base to build a case upon.

    and a tip:
    All legal paperwork starts with...paper of course...

    and also what really helps (because some old fart is gonna end up readin it)
    double space lines for legal documents.
