Custom body work...boat trailer came of hitch, hit tailgate and Rammed stick thru lower valance while towing boat....hmmm, Maybe I should get a new boat?!?
Looks like your rear bumper is smallish (or missing?) replace and/or build a 1/2" thick one with removable plates. Would be stout!

I have a simple single tube bumper ... I could always build more off it to add weight

The onboard air is a good idea that and some eather (sp) and you could reseat a tire also a custom bumper that you could toss a tractor weight on. Useless but effective. If you can't think of other usefull items for weight than male some heavy duty mounts for the item you will carry

Just do what I've always done with the sandbags. Put them in a garbage bag, duct tape it shut, then wrap them with the Grip-It Shelf and Drawer Liner. Then it'll stay dry and won't slide around (well, it will slide forward if you slam on the brakes hard enough on dry pavement to cause the ABS to kick in...had to do that twice in Feb/March to avoid hitting people swerving across the lanes to turn or people running stop signs).
