    definitely undoubtedly a bad ground...

if the ground is bad the voltage from the headlights can feed back through the tail light unless they are solidly grounded

Edit: what may happen is if the ground is bad in the tail light thetail light uses the brake light for the turn signal. running light is one filament, brake/turn is the second filament. if you have a bad ground the running light can feed though the second filament turn/brake and make it light up. And since the turn signals are the same circuit it will light the front as well...

try jumping the tail light socket (outside of the socket) straight to the frame and try it...

My left signal works intermittently...I have to jiggle the lever to get it to work...right signal works fine...

let me explain myself a little clearer... sometimes i have to slow myself down lol...

the grounds on the tail lights are connected (the running light, turn signal/brake share a ground)... if the final connection is not grounded properly the voltage can transfer up the ground to other light. So when you turn the running lights on the voltage needs to go to ground to complete the circuit. if the ground is not hard grounded to the frame, the voltage can travel up the ground wire to the brake/turn filament and light that filament as well

rule of thumb. If it's goofy it's ground. Applies to peripherals like relays too.

I had the same problem on my 1997 2.7L. When I turned my headlights on my left blinker would stay on and when I used the hazard switch both would stay on. I finally figured out that my trailer light adapter in the rear was causing the arc. Since I never pull anything I just removed the trailer light adapter and BAM! Fixed. I'll repost if the problem re-surfaces.
