I have a weird buzz sound under the hood that is constant. The engine is off and I have unhooked the battery, yet it is still there. I believe it is electrical, but with battery unhooked it still does it. You can hear it inside the cab as well, just very faint.

    The truck is a 96 3.4L 4x4.

Just in case the video does not upload, the sound is near the under hood fuse box (drivers side) right behind the battery.

Check all over the big black box behind the fuse box. That's your EVAP can and it will vent off excess gas tank pressure. There are a couple VSVs in there that open and close. See if you can isolate the noise a little better. Maybe use a length of larger diameter vacuum hose. Put one end to your ear and search around with the other.

Might be your issue since you disconnected the battery.

Thank you gentlemen. It is annoying, but nothing I can't live with.
