Weird noise coming from 95 4runner

I know it's not a Tacoma. But I need help. I have a weird noise coming from the engine in my 95 4Runner. When it's warmed up it makes a clogging noise when I let off the throttle. I'm not sure how to describe it. When it's cold started it make it constantly. It's not like a knocking for anything. It's just like its choking.

Well I'm no Toyota tech, but I would say it is an egr issue. Maybe someone with some
experience on egr systems will pop in.

Was just thinking, maybe try and remove vacuum hose from the egr valve
and see if it still makes the noise
