I highly doubt that green goes to red. i believe that you just need the black and white for it to work. and the green is there for protection. i would remove the red wire from the curcuit and test OCV again.

Im sure you have the 220v. we just need to find which two wires are carrying it.

The D shaped terminal is the ground. The hot wires are on each side of that and the neutral the one you are not going to use is the one at the top, it's the "L" shaped terminal. Green never goes to red. That is the ground wire connected to the 120 volt hot wire. Not a good idea.

You should have four colors. A green "ground" and red "hot " a black "hot ' And a white neutral that is not going to get used.

You need the ground connected for safety. It is what blows the breaker when there is a problem. That is why it's not working you have it wired like a idiot so it's only has 120 volts and the case of the welder is live.

regular 220v plugs only have 3 studs.
why do the canadian ones have the 4th one?

Cause here it's a 120 / 240 volt plug. The timer on the dryer does not run here at 240 volts it only runs at 120 volt. Hence the extra wire.

The motor of the dryer is probably not 240 volt also. Just 120 volt.

Ok Red wire from the dryer side to the white wire on the welder side.
Black to black. Green to the bare copper wire. Marrette it good and tape it up well. It should actually be in a box. You even have to marrette up the white dryer cable that is not being used. Depending on what's happening in the house it could become live sometimes.
