As I was going to relocate my switches and paint my bezels around my Speedometer, I took off the top half of the dash and found these 2 plugs underneath it with styrofoam attached around it. I was clueless as to what it could be.

    Pre-Wiring for a locker? Down-Hill Assist?

Mostly stock for now, I have added a cb radio, various cheap mods and I plan on adding aftermarket wheels and other items in the future.
Did they have "hill assist" as an option in 06? Yeah, I'm not sure what that could be, may have to find a wire diagram.

The only braking I think the earlier 2nd Gens had was the Engine-Braking. But thats standard on all Toyotas.

I was basing my findings off the TRD Off-road

Yeah, they are for buttons for other options like the down-hill assist, VSC, bed outlet, etc.

The blue male plug is for the Bed Outlet. The black male plug is for the Fog Lights.

I LOVE having all my buttons in the same area. Its alot easier to work with now.
