I'm not an idiot , I understand the concept , just saying federal emissions standards would be easier on everybody

sounds like you are suggesting the feds adopt the California standard?

most of us would rather California become their own country...or annex into Canada. :D

    Yep.
Agreed, but there more or less is a federal standard. In order for there to be a level playing field for every state California would either need to ditch their law or the rest of the US would need to up their regulations up to or beyond Cali's. Personally I smile just a little knowing I don't have to mess with stupid fuel/emission laws, vehicle inspections or guns that only hold 10 rounds. Guess that the price you pay to live there. I'll keep the heartland thank you very much.

    They are.
But that doesn't prevent states from enacting more strict laws.

We have a similar situation with handguns.

They have to be submitted to the DOJ for a "drop test", and also must have a few specific features.

But it's not about safety, it's about money and control.
The 1911 does not include two of the main safety features. Many 1911s won't pass a drop test if dropped muzzle-down.
But if your gun was listed on the roster, all you need to do is send money to maintain the listing.

But cops are exempt from the roster.
    Private party sales are exempt.
    There are also dimensional exemptions.
I can buy virtually any non-roster handgun from outside of California and the dealer that executes the transfer can, 100% legally, convert it into a roster-exempt format.
After delivery, I can, 100% legally, reverse the modifications.

    Absolutely.
It would eliminate the "48-state" vehicle (though a LOT of northeast vehicles have been showing up for the last 5 or 6 years with CA emissions).

It would also eliminate CARB, which would save California a couple of billion every year.

Since you asked, the first handout was $15B in tax write offs given to GM. Next they were given $50B in bailout money in exchange for a majority ownership in the New GM by the Feds. About $23B of this was paid back when the US government sold some of its stake through the IPO of the New GM. The paid back loan that GM bragged about in its commercial a few years back was $6.7B, and they used money from a $13B 'working capital' escrow fund set up with money from the bailout to pay this back.

This leaves the taxpayers holding onto about $27B of GM stock. In order to sell that and get our money back, GM stock needs to get to $53 per share. Yesterday it closed at $23 - which is a full $10 less than the IPO price of $33 per share. This means in the year and a half since the IPO, GM's value has dropped by 30%! This also means that as of today we the people are holding onto a $15B loss on the 'investment' in GM.

Now the good news is, all we need is for the value of GM stock to go up 230% and the taxpayers will break even on the bailout. When you look at these numbers would you not reasonably call the bailout money still outstanding a handout?
