    California is "may issue", and MOST counties in the state practice "shall issue"
    Even San Bernardino County will issue for personal protection if your background is clean, and if you agree to jump through the illegal hoops that they have you go through to apply.

    Nice catch:thumbsup: I've tried applying in LA county and was rejected despite a squeaky clean backgroung, damn good reasons to fear for my safety, and guidance from a CDOJ freind(including what to say on my app). I seriously doubt theyre even being issued any more.
