What does the rear wheel-well shield attach to at top of arch?

When I shut the door or the tail gate the high rear wheel well shield rattles against the box. There are two holes at top of arch with no fasteners that look like they attached to something and when I reach in above the plastic shield I feel a rusted metal bracket.

What is this bracket that the shields attaches to?

I cannot find it in parts diagrams. This is on a 2006 V6 Tacoma access cab.

Thinking there was bracket that snow rusted away and would pull the rear wheel well shields and replace the bracket - but cannot figure out what part # applies to the rusted bracket.

    Any help appreciated?

    Thanks

    -Bob

I think it’s one of those plastic square body clips.
