    Technical Service Bulletin.

It is basically an aid to service writers and techs, "If the customer complains about 'this', then we reasonably believe that 'here' is the proper remedy"

TSBs are not recalls. They do not apply to every vehicle. They are covered by warranty just as any other repair. Unlike a recall, they are not "free" out of warranty, and unlike a recall, they do not apply to "all", nor necessarily even the majority of vehicles. Also, recalls are typically only issued for safety relate items, and they are usually pushed by the DOT.

The leaf spring TSB would not apply to your '01 anyways.
