    Bike mount. For 15mm or 20mm thru axles. Take off the front wheel and slide the front axle through it.

    I would guess the bottom part is a fork mount for bikes so you can take off the front wheel and mount it there.

    Bicycle mount. Most of the high dollar bikes come with a quick disconnect front wheel. Then you slide the forks in that do-hickey to haul the bike.

    The bottom part thats bolted to the truck is to hold 9mm/qr suspension forks. Previous owner had a 15mm or 20mm axle so he bought an adapter that gets clamped by the 9mm mount instead of buying a bolt on 15/20mm mount.
