What is this OEM Transformer for?

I’m new to the community and just picked up a 2012 SR5. Under the hood, I noticed boxes mounted next to each headlight with words OEM Transformer on them but says made in China lol.

I don’t think I have seen them on other Tacomas before so guessing they were installed by the previous owner. I believe they are for the headlights but wondering if they are even necessary to have and if I can take them out. Would appreciate it if someone could tell me what these do and what they are for. Thanks

Look like ballasts for an HID or LED headlight kit.

 

Thanks, CraigF and 3JOH22A. Appreciate the help. It does look they are ballasts for HIDs and either the seller or dealership removed some stuff before it was traded in then sold.
