What is this part?

so yesterday, someone in a dodge dually backed into the front bumper of my truck.
did not do any significant damage, but did leave some big gashes in the black plastic.
what do you call the part where they mount the license plate bracket?
they guy's truck had a big hitch cover, and that's what scratched it
he told me he would replace the cover, but just need the part number or link to where he can order the replacement from.
