The dealer was able to turn off my seatbelt alarm, door lock chime, one fob button click unlocks all doors on my 08 Tundra... can they do this to the 14 Tacoma as well? Is there a list of what options they can do

Those plus number of turn signal flashes when you momentarily bump the stalk.

Can they? yes. Will they? not always. You could always get techstream and change these options whenever and as often as you would like.

I have found the best way to keep the seatbelt chime silent is to simply BUCKLE UP.

Many dealers will refuse to disable the safety warnings. Liability is a serious concern.

Most good bi-directional scan tools can do all this. I've set my seatbelt chime, blinks for flash to pass, and a few other things with my Launch.

I'm not here for a seatbelt debate. You have no idea what I do with my pickup & why a seatbelt isn't needed. ✌️

    True......

Still many dealers will be reluctant to disable safety warnings, regardless of how you intend to use the vehicle.

Can a 2010 turn signal be programmed for a momentary flash?

Something like that, yeah. Given the price point, it's actually a very capable unit. In retrospect, I should have paid a little more a level or two up, that does 98% of what I need.

I was able to disable the seatbelt chime on my ‘08 through this hack found on here somewhere.
Didn’t work on my ‘12. Someone on TW said he cut out a dummy seatbelt clip out of heavy duty plastic from a 5 gal plastic pail lid.
I did it and it works great when I want to drive slow in the bush with no belt on.
