So, when a dumba** worker puts these down with alternating directions, I can legally do a slalom?

Replacing everything worn, broken, and rusted.
Perhaps the biggest question is, are the construction crews using them properly? Here in North Carolina the answer is no. I've seen these between two lanes as well with cars going opposite directions.

The opposite side of the sign slants the other direction.

It’s not taught since your standard roadside looks like this ( wife took from passenger seat this morning). Left sign on it, cones instead and a big sign instead. The only place it would help has a left already there

In most cases yes. But on the rare instance that it isn't and not as obvious as that.. Most keep left or keep right signs are at the begining of the construction zone and again in any breaks in the lane markers. If you happen to enter anywhere between there, it's good to know. Especially at night on say a dark road somewhere with no traffic.

The general driving public would have no idea how to follow that sign when it conflicts with the HIT& SLIDE of a Chevron or shoulder Slash markings!

It was on my written test when I first got my license some years ago

These signs are used on medians/islands all over around here telling you which side to go to.

Construction here uses way more signage and cones

I guess it was better than being in a 1st gen section. Random post, random move, sounds about right :)
