I live on a fairly busy street, so I can understand some noise. I have to wake up early (6am in WV), but my neighbor across the street plays music until the wee hours of the morning. He is about 150ft from me and I can still hear his boom, badoom, boom, boom, badoom, boom, bass.

I've talked with my neighbor and he said he doesn't have normal work hours and that he likes to party. I've called the police, and the most they have done is shine their spotlight on his house and told him to turn his music down.

He turns it down, but then 20 minutes later, he is blasting his music again. I call the police about 3 times a month, but they don't do anything other than shine a light. What would you all do??

Sems like kind of a stale mate if you have spoken directly with him. Is moving an option?

Wow....what an inconsiderate prick. If the cops will do nothing and talking to him gets nowhere...you may just have to get some ear plugs

At this point in time, no. I live in one of those places where if I didn't have neighbors, it would be an awesome place to live. It just sucks having to try to sleep through his music during the middle of the week.

I have dealt with this very issue and you have to be a stubborn pain in his ass about it until he changes his behavior. If you have some unusually large or sketchy friends with you, that helps too. Wouldn't hurt to be a stubborn pain in the ass to the non-emergency police dispatchers, either.

How about running a fan on high in your room to drown out the noise. I would do this when I was on 3rd shift and the kids would be running around making noise during the day.

Jeff, it sounds as though it's possible he may be bothering other neighbors as well, being as your across the street from him. Have you spoken to any of them? Perhaps going over as a group, in numbers, may dissuade him

    I'd keep calling the police.

    I'd get ear plugs.

    I'd try white noise.

    I'd move.

I work nights & weekends so, I know the noise problem. Seems people that work days with weekends off think it's okay to be fucks on the weekend or during the day. In either case, I've got a 1,500 foot driveway and the closest house is a good 3/4 of a mile away and he works nights too but, I still have the ass once in a while driving by with the bass thumping. I wear ear plugs even though I live with just two dogs.

The guy has got to sleep sometime! Find out when he sleeps and do the same shit to him.

Is there a noise ordinance for the neighborhood or community?

I've gone through the same thing. My old job had me getting up at 4:30AM I used a fan, ear plugs and turned into a huge pain in the ass to anyone who was noisy. At the time I had 3 roommates.

I believe one of them had poor hearing and would watch movies with the volume super high with his friends. Every night I'd go out and ask them to turn it down. After a while I'd hear the TV go up followed by his buddy saying to turn it down because I was sleeping.

I know this can be very frustrating situation. You need to be the biggest pain in the ass to him. When you're going to bed go knock on his door EVERYNIGHT and ask him politely to turn the music down or at least the bass. I have been in this situation where the cops just blow you off.

I don't know what county your in, but I've had friends deal with this in PA before. There are actual laws out there that can help you. Here is one for Jefferson county WV as an example.
    http://www.nonoise.org/lawlib/cities/harpersferry.htm
If you don't have a law that applies to you....you should seriously look into creating one for your town/city/county. It's really not that hard to do once you identify who you local politician is. I'm sure a lot of us can even help from this site to at least find contacts, etc.
I can imagine what a pita it is, so I sympathize for you. I'm an early riser (5 am) and have been for the last 30 years. All my neighbors know me and know that I'm a Marine. Unloading my weapons from my truck in plain view always puts a foot stamp on my presence. I guess having an HOA might be helpful too....just some quick thoughts.

If you're going to knock on his door, do it at 6AM when you're getting ready to go to work (and he's likely to be asleep). Ring the doorbell, knock on the door, and keep doing it until he answers you. Then politely ask him if he can keep the noise down in the evenings, since you get up for work at this time every day.
If he doesn't start turning his music down, keep bothering him at the crack of dawn until he does. I had a neighbor when I had an apartment that used to like to play heavy bass late at night. I was working early hours at a grocery store at that point, and I used to go beat on his door at 5AM and inform him that his loud music had kept me up the night previous and if he could turn it down in the future. He got pissed a couple times, but it didn't take long for him to stop bothering me so that I'd stop bothering him.

Edit: Also, keep calling the cops on his ass.

Going through a similar thing with my neighbour for 5 years . He has been charged twice under township laws for noise . Police are at his house once a week . You pay taxes , make the cops do thier job . Bylaw officers help as well .

We had a similar problem with some neighbors. We'd call the police and they would come out and he'd turn it down and then turn it back up when they left. If you call again when it goes back up, eventually they'll do something about it. You call every time it's too loud, not just three times a month.

Plus out here, if you're not leaving your name when you call, they'll come out and ask them to turn it down but won't really enforce anything until you file an actual complaint with your name on it. When we did that, they finally arrested him when they turned it back up (they were about 3 houses down and having loud parties with an amplified band in their little back yard).

Another thing out here, if you're a renter, the police can force the owner to evict of a repeatedly noisy tenant.

I had one guy who lived below me who was in a heavy rock band (he was the bass player). When they played it would shake the whole house. We complained a few times but not to the cops. The guy was pretty cool about it though. He soundproofed the garage and they could play to their heart's content.
