Story time:
1999 I was in South ATL at Smokin' Grooves [music festival]
Watching the Outkast play
We can see a HUGE storm coming in from the North . . . and we are like fuuuuck, this gonna suuuuck
We can see the lightning etc. moving closer
And then when the storm hits about the northern 1/3 of ATL, it starts to break up
The heat island created by ATL made the storm basically break up over the city itself
The outlying areas still got pounded but the city was bone dry

One can watch a radar time lapse covering several hours, with disturbed areas popping up and fizzling out.
Rarely is the correlation so clear cut as that.
