wheel is chipping. help!

    3"Ebaich with 5100 Bilstiens, K&N cai, 5% 3M Tint, Magnaflow 18", Hella 500s with 35w 3000k hid retro, 33x9.5x15 BFG A/T
    i have a 99 pre runner with the explorer looking rims. it seems that one of them is chippin a type of plastic off. what is this? if i were to paint rims would i have to sand all the way through the plastic looking stuff?

    BFG A/T KO 265/70/17, '11 FJ wheels, 5100's all four corners, Eibach springs, 1/4" Taco lean spacer, Leer 100XR, WeatherTech liners, trimmed mud flaps and I farted in it.
    Not familiar with the rim, but if it's an alloy it sounds like the clear coat is starting to fail. Probably the fix at this age is a full sandblast and repaint, of course you'd have to do all the rims to have a cohesive look.

    Maybe others have a better idea what's going on.
