I am installing a Rough Country 3.5 inch lift kit (SKU: 74232) on my 2016 Tacoma SR and keeping my OEM steel wheels.
1a) Will front wheel spacers be required?
    1b) If so, what thickness?
    2) Does anyone know the offset of the OEM steel wheels?

You won't need them at all, I would suggest upgrading to an alloy for the bigger tires, maybe find a take-off set from a TRD model on your local market place.

Spacers are a bandaid to an issue, not a pre-requisite to an issue. Some people like them simply for the looks though.

No spacers required, but it will look nicer with them when running stock wheels.
Most people with stock OEM wheels go with 1.25" spacers.
I think the stock tacoma offset is 25.
