Here’s the Warn hidden winch mount, bought it for $650 which was $100 off during the eBay sale

I'd drive it like it is and start putting nickles in a jar for CBI.

    Does it require cutting?

No cutting, it’s pretty straight forward and fairly heavy about 80lbs.

So without any cutting does the center bumper cap get removed? Or does it somehow stay on?

You have the take out the center piece and the aluminum crash bar behind it along with the mounts. The ARB attaches to the trucks three studs on each side and there’s also a bolt underneath on each side

Plus probably some clips. Not sure what clips are required.

Guess it's personal preference, but I would just drive it in its current state until I've saved up for what I really want up front.

I have the Relentless low pro and really like it. Plus you save shipping if you ever come out to Reno.

I held onto my black bumper cover for a while but recently threw it away. I would have just given it to you.

Elk Season is just around the corner. Just wait till after. But for about $200 if that is what the stock parts cost, just do that and update after when the season is over.
