I agree it is a tool, but a shovel, hammer, machete or crowbar has little black market value and in human hands is not deadly at 100+ yards. I was raised by a military officer that I am responsible for my weapon at all times.

Federal law does not require individual gun owners or other lawful possessors of firearms to report the loss or theft of a firearm to law enforcement but to avoid possible confusion if used in a future crime it's probably a good idea.

Federal Firearms Licensees (FFLs) are required to report lost and stolen firearms within 48 hours of observed loss/theft, and that information is entered into ATF’s Firearms Tracing System. Don't think shovels and hammers are required.

Why are you interested in whose 'fault' it is? You fail to take simple and inexpensive measures to secure your firearm and there's a chance it will end up in the hands of someone who traded it for drugs. Mine are secured and a couple of a seconds away whether at home or in my truck. No stigma or guilt placed from this liberal democrat gun owner. How about you drop the labels? No you shouldn't be 'required' to buy a strong safe, you should have enough common sense to do that yourself.

And how about I turn your question around on them gun totin' conservatives? If one of them were shot by some meth head who couldn't care less whether he lives or dies, what you want to bet they'd wish whoever they stole that gun from hadn't just left it lying in their console?
