I have a 2013 Tacoma Pre-runner with Tow Package. 4.0L. I have replaced the PS pump and Alternator and still have a "WHINE" that goes up and down with engine RPM. The tensioner is fine. Any ideas?

You could pull the belt off start the truck and see if the wine goes away.
Obviously, you don’t want to run the truck like this too long. As the belt won’t be turning the water pump. And you start on a cold engine. If the whine goes away, you know it’s a belt driven accessory.
    If not, it’s internal.

You still have a few comments you haven’t checked.
The A/C compressor, the idlers and water pump are all belt driven.
Again, pull the belt and see if it goes away.
Don’t blindly throw parts at it. That can get expensive.

    And welcome to TW!

Thanks! About how long could I run W/O the WP? Should be pretty evident if the noise continues. The truck has the 130 amp alternator and tow package.
Could the alternator make that much whine?

It won’t take long to know.
The temp gauge on the dash would be a goo indicator.
You won’t have the engine on that long.
You’ll probably won’t even run the engine long enough to make the needle move.
