You maybe be correct. It was involved in an accident with a concrete barrier before I got it and I'm not sure what extend of damage it sustained. I do know that on the same side (driver) the fender wells have been repaired so its likely that they did some paint work also.

What is sub par paint?

So I went ahead and wet sanded the spot where the coat was coming off and then used polish and swirl-x to get it shining again. Its no professional job but it's enough to keep it going until i can get the whole panel professionally done. For the average joe that is walking past or looking at my truck more that 5 feet won't notice that anythings been done right there so I'm pleased with the outcome.
