I don't know about anywhere else but here in this state if Johnny Law pulls you over for something and wants to be a stickler he can ask where your trash bag is and write you up for it if you can't produce one

Our 05 4runner came with the frame to mount a grocery store plastic bag on for trash. It's on the back of the center console. Toyota thought of it but only put it in some vehicles.

It's all in my head at the moment...
Seeing that you have endless amounts of Vacuum cleaner parts, why not rig up a device that could work off the inverter. You could have a switch that turns on the "Tacoma Central Vac System". When it comes time to dispose of your SlimJim wrappers, you'd lift the lid on your center console, flip the switch (or an incorporated switch that comes on when the lid is lifted) and then just drop the "trash" into the tube which would vacuum/suck the debris to a holding canister. When it's full, empty it!.

It would also work great for someone who has a Mazda and has yet to experience consensual sexual relations in the front seat of a Tacoma.
