So the 2022 TRD PRO will have fogs but the 2022 Trail Edition doesn't? Isn't the pro lift higher than the trail edition? Or will the trail edition just have the covers installed from the factory and lights behind the covers? This seems off ....

Because they expect you to put some aftermarket lights on it for the trails

Trail is SR based. Lower trim with cosmetic additions (and a locker)

edit, SR5 not SR, thanks for the correction @MOC221_

It’s because is has the lift in the front. DOT rules do not allows fog lights at that height. This is the same reason the fog lights must be removed (per Toyota’s direction) with the new OEM lift kit. It is also the reason the TRD pro only has fog lights in the lower quadrant of the bezel.

I found DOT's regulations on fog lights, but nothing seems to mention height. Can you point out which point in the DOT regulations touch on this?

It believe it will be in SAE J583, which is referenced by both DOT and TC (Transport Canada) regulations in regards to front fog lights. This is a paid-for specification so I don’t feel like buying it. SAE does a good job of policing the web and I could find no pirated PDF copy (not that I was looking ;)).

The fog light mounting location is subject to rules, which is why Toyota insists they be removed when you install their Factory lift kit. It’s not because they think they look better without.

Has nothing to do with a lift kit.... it has to do with what the trail edition is. Like stated its a base SR5 with a rear locker, nothing more... and as such you dont get TRD things like fog lights.

All SR5 models come with fog lights except the trail edition or if it has the TRD Lift. Even the 2021 Trail Edition had it

SR/SR5 essentially the same. Needless to say Toyota is just pulling their lowest specd truck and throwing a locking rear diff at it.

Fog lights are amiable so lift height does not matter. Hence why you see fog lights on TRD PRO's of both 2nd and 3rd gens stock.

I believe the fog light issue is state specific. This is from the instructions on the TRD lift kit:

"WARNING: When the TRD Lift Kit installed, the OE fog lights will no longer comply with most US State lighting regulations for fog light height position. The OE fog lights must be disabled & removed in order to comply with these US States’ lighting regulations for on-road usage (at the time of writing these instructions): AL, AR, AZ, CO, CT, DC, FL, GA, ID, IN, KS, LA, MD, ME, MI, MN. MT, ND, NM, NV, OH, OR, SC, TX, WA, WV"

And the reason for this is toyota does not want to be liable for their dealers adjusting lights properly within min spec after the fact.

Some states don't allow fog lights above a certain height. Toyota has to follow that policy
