This is certainly the case. There would be no other sensible reason to force their removal when installing the OEM lift. I think they just squeaked by with the low-mounted Rigid fogs on the TRD Pro.

I don’t think this is case. Adjusting headlights is easy and commonplace after a crash or when replacing the assembly due to water ingress, cracking etc. Any mechanic who isn’t a total moron can follow the procedure with ease. This is done anytime a customer comes in with a defective or damaged fog light or headlight assembly.

Here in Florida if the fog light is higher than 30 inches off the pavement it doesn't matter how it's aimed, it's illegal.

I just measured my 2021 Offroad. The top of my foglights glass bulb is 30”. My suspension and tire size is stock. If 30” is the legal limit, how the hell do all of the full size trucks, Raptors, etc. pass?

For that matter, the road in the morning is a constant parade of vehicles blinding me. It’s really out of control.

And for the record, my stock LED based Tacoma seems too bright too.

Are you in Florida? If not it may be different in your state. We have no state safety inspection so nothing to pass, a cop just issues you a summons if you're out of compliance. It's probably like the tint law. There are cars with totally blacked out limo tint that are in obvious violation but cops rarely pull you over for it. Here is the Florida law:

    (2) FOG LAMPS.—Any motor vehicle may be equipped with not to exceed two fog lamps mounted on the front at a height not less than 12 inches nor more than 30 inches above the level surface upon which the vehicle stands and so aimed that when the vehicle is not loaded none of the high intensity portion of the light to the left of the center of the vehicle shall at a distance of 25 feet ahead project higher than a level of 4 inches below the level of the center of the lamp from which it comes. Lighted fog lamps meeting the above requirements may be used with lower headlamp beams as specified in s. 316.237(1)(b).

EDIT: I measured mine too out of curiosity. It's 29 inches from the pavement to the center of the fog light on a totally stock Sport. The top of the glass is just a hair over 30. If I were to put a 2/1 leveling kit on my truck the fog lights would for sure be illegal.

So it appears that the answer to the OP's original question is......
    Money, money, money, MUH-NAHY!

Probably saved Toyota at least thirty bucks.

The Trail Edition doesn't come with a Lift. Non TRD Tacos don't get Fogs.

Yes it does come with a small lift. 2/1 I believe.

Trail edition also doesn’t have fogs.

I stand corrected. It does come with a 1.1-in. front lift and 0.5-in. rear lift

    Winner winner.

Like the Trail Edition 4 Runners, it is a way to cosmetically reskin a de-contented base model, throw in a cheap option or two to warrant the name, and sell it at a markup over the other base models that cost a similar amount to make. At least this one gets a locker instead of an RTIC and a roof rack.

The Tacoma (and 4Runner for that matter) have very high fogs. The Raptor doesn't actually come with fogs. Many full size trucks don't have as high front bumpers which allow the fogs to be lower.

Doesn't the Trail have a cute little lunchbox built in the back....like, a good place for your Zimas?

The OR version from the factory does have the tuned Bilsteins (and fogs) but I think if you want the TRD lift it is installed by the dealer…and yes you are correct, that does eliminate the fogs. I thought the tuned factory Bilsteins also presented some form of similar lift but I cannot find a reference to that on my recent 2021 OR purchase. And I certainly do not have red Booties! Thanks for the clarification.
