When I am at 40 MPH on up to freeway speeds I can here this sound coming from what sounds like behind the in-cab fuse box. It sounds like a speedo cable trying to turn but restricted, but doesn't sound like it's coming from behind the speedo or odometer but left of that and slightly lower. My speedo is dead on so I don't think it's that...plus the sound is too slow for a speedo cable. Any ideas?

It can't be your speedometer cable, because you don't have one. Cable-driven speedometers disappeared as of the 1998 model year.

Can you give a better description of the sound(s) it's making?

Check your wheel well for loose stuff.
