Thanks for the info. In those documents, the entire frame is highlighted as an area to check for perforations. If found anywhere on the frame it should fail. The tech seemed certain that behind the springs didn't matter.

If behind the springs doesn't matter then why would Toyota put frame there? Rhetorical question, of course it matters. It's what holds up the back of the box and the bumper.

Toyota's own inspection says "visually inspect the entire frame assembly (top, side and bottom surfaces of the frame rails) for visible signs of perforation." The bold is theirs, too.

Yes I agree. The tech was doubtful. I guess I will wait and see.

Yeah the tech sounds like he doesnt know what hes talking about. If it doesn't work out at this dealer, it may be worth trying another one.

Looking at the parts diagram "the frame assembly" is what you see on the picture. So the pieces holding the rear bumper are not part of the frame, I guess. But I might be completely wrong.

I may be having trouble interpreting his photo, but I was thinking the rot was in the section after the rear spring hanger (at the top of the shackle) but ahead of the bumper brackets. If it was just the bumper brackets then I agree, that's not part of the frame. But there's a section of open 'C' frame that extends to the rear. The spare tire hanger crosses there and the rear of the box bolts through there. You can remove the bumper and brackets and still be left with frame all the way back.

Yes, that is the exact section. C-channel. I'm not referencing the bumper bracket, which is a separate, bolted on part. This is certainly on the frame. It is the most rear 8 inches of it.
