Have you checked the fuse? I've been told there's also a relay but haven't found where it is yet.

I have the opposite problem, the sprayer runs continuously til I unplug the pump at the washer bottle

Which fuse and location ? Because the fuse i have checked is for the windshield wipers and that's not the issue.
under hood or interior cab for fuse location ?
I replaced the very end short pigtail near the washer pump because i felt there was an internal relay that
    may have been faulty. Thoughts?

    What brand pump ??

Have you checked the voltage at the pump??

Sounds like you have a poor connection how did you make your splices ?

Might be a broken wire that opens at random

Since it works when you move things around again gotta be a connection or a broken wire that opens at random

When the pump quits, disconnect it and throw your leads from your DMM in there and make sure it's getting 12VDC. If you have voltage but not spraying, pump is failing. If you're dropping voltage and that's why pump is quitting, time to check wiring, etc. Is there a relay for the windshield fluid sprayer motor?

My 2000 EWD shows no relay

I say since it works after shaking and wiggling the wires it has to be near the pump
