Most likely the tap into the 30Amp power windows wire was for power to the "whatever" was installed. Not to be worried about. My bet is just an aftermarket FOB operated door opener. I'm unfamiliar with your 2017, does it have a key FOB? Or strictly a physical key? I have to modify this statement as in my 2021 there would be no power to this 30A window wire unless the truck were live. So, a device that required power at all times would not have the power to operate at all! Such as a remote opener.

I can't see a "Fleet" using the same key FOB - imagine closely parked same company vehicles and someone presses the FOB button, and all the company's vehicles within range unlock or lock.

What trailer control did you install?
